党员领导干部家风建设制度化问题探析

在全面从严治党的战略部署下,党员领导干部家风建设应当进一步从制度化视角做更深入的探索。这是因应依规治党与以德治党相结合、依法治国与依规治党有机统一、个体责任与连带责任结构互补的理论逻辑乃至家风建设历史和现实实践的基本要求。作为党风廉政建设的重要内容,党员领导干部家风建设制度化的路径应当考虑文件形式渊源的进一步集成、规范行为模式的进一步丰富、家风建设主体的进一步优化、责任承担方式的更加多元等几个问题。保障党员领导干部家风建设的制度化要发展家风建设理论,加强法律保障机制,营造家风建设文化,夯实家风建设制度,丰富家风建设实践,从而为家风建设创建优良的生态环境。

Under the strategic deployment of full and strict governance over the Party,the family style construction of Party members in positions of leadership should be further explored from the perspective of institutionalization.This is due to the theoretical logic of the combination of rule by law and rule by virtue,the organic unity of law-based governance of the country and rule-based governance over the Party and the complementary theoretical logic of individual responsibility and joint and several liability,as well as the basic requirements of the history and current practice of family style construction.As an important part of fighting against corruption,several aspects deserve consideration in the institutionalization of the construction,such as the further integration of document-form sources,the further completeness of normative behavior patterns,the further optimization of the subject of family style construction,and the more diversified ways of assuming responsibilities.The guarantee mechanism for the institutionalization lies in developing family style construction theory,strengthening legal guarantee mechanism,developing family style construction culture,consolidating family style construction system and enriching family style construction practice,so as to create a friendly environment for family style construction.
