湄公河污染防治法律机制研究

Study on the Legal Mechanism of Pollution Prevention and Control in the Mekong River

湄公河作为亚洲重要的国际河流,也是关系到我国发展的重要河流。由于人为和自然原因,湄公河水质不断恶化,对水资源的安全造成威胁。通过对湄公河沿岸各国关于水污染防治进行探讨分析,流域各国在湄公河水资源开发利用方面有着共同遵守的行为准则。基于此,立足湄公河流域水污染防治法律机制的基础上,通过分析该流域水污染的原因,以及湄公河污染现状和防治现状,完善现有的湄公河流域水污染防治法律机制。与此同时,中国也应健全相关政策以及法律法规,积极采取有效措施配合流域以及其他国家防治步伐。

As an important international river in Asia,the Mekong River is also an important river related to the development of China.Due to man-made and natural reasons,the water quality of the Mekong River continues to deteriorate,posing a threat to the safety of water resources.Through the discussion and analysis of water pollution prevention and control of the countries along the Mekong River,the countries in the basin have a common code of conduct in the development and utilization of the water resources of the Mekong River.On this basis,based on the legal mechanism of water pollution prevention and control in the Mekong River Basin,the existing legal mechanism of water pollution prevention and control in the Mekong River Basin is improved by analyzing the causes of water pollution in the river basin,as well as the current status of pollution and prevention of the Mekong River.At the same time,China should also improve relevant policies,laws and regulations,and actively take effective measures to cooperate with the prevention and control of river basins and other countries.
