基于国家物流枢纽布局的物流枢纽评价指标体系构建——以四川省为例

Construction of the Evaluation Index System of Logistics Hubs Based on the Layout of National Logistics Hubs-Taking Sichuan Province as an Example

物流业是支撑国民经济发展的基础性、战略性、先导性产业,而构建高质量物流基础设施网络体系是物流业发展的前题和基础,近年来,国家相继发文《国家物流枢纽布局和建设规划》、《关于推动物流高质量发展促进形成强大国内市场的意见》推动物流枢纽与物流网络的建设。而物流枢纽布局的量化评价是物流枢纽布局与物流网络建设的关键环节,本课题针对四川物流的枢纽布局,提出国家物流枢纽规划选址的层次分析方法,分析、研究梳理出4个一级指标和33个二级指标构成国家物流枢纽布局指数评价模型,并结合AHP算法给出该指标权重计算和参考取值,最后结合四川省物流枢纽项目实例给出模型应用参考与评价。提出符合四川省发展路径的建议,进一步推动四川省国家物流枢纽建设,提升全省物流服务质量。

The logistics industry is a basic,strategic,and leading industry to support the development of the national economy,and building a high-quality logistics infrastructure network system is the prerequisite and foundation for the development of the logistics industry.In recent years,the country has issued successively the documents〈National Logistics Hub Layout and the Construction Plan〉,〈Opinions on Promoting the High-quality Development of Logistics and Promoting the Formation of a Strong Domestic Market〉to promote the construction of logistics hubs and logistics networks.The quantitative evaluation of the layout of logistics hubs is a key link in the layout of logistics hubs and the construction of logistics networks.Aiming at the layout of Sichuan's logistics hubs,this topic proposes a level analysis method for the planning and location of national logistics hubs.The analysis and research has sorted out 4 first-level the indicators and 33 secondary indicators constitute the national logistics hub layout index evaluation model,and combined with the AHP algorithm to give the indicator weight calculation and reference value,and finally combined with the Sichuan Province logistics hub project example to give the model application reference and evaluation.Put forward suggestions that are in line with the development path of Sichuan Province,promote further the construction of a national logistics hub in Sichuan Province,and improve the quality of logistics services throughout the whole Province.
