突发公共安全事件网络舆情治理对策研究

Study on the Network Public Opinion Management Countermeasures of Public Security Emergencies

在互联网飞速发展的背景下,突发公共安全事件网络舆情的传播范围、影响力、破坏力、渗透力等得到空前强化。新时代有关突发公共安全事件网络舆情的治理对策研究愈发重要。本文从传播脉络、主题、用户属性三个层次、九个方面,提出了相应的舆情干预、引导与治理对策。研究发现,厘清传播脉络、表明自身态度、重视意见领袖、提升网民素质、增强资源保障;及时研判与追踪舆论主题;因地制宜展开引导、提升男女平等意识、加强社会教育与做好普法工作是政府展开舆情工作的重要方面。以期为政府或相关部门提供一定的参考,对维护网络环境及社会治安具有重要的意义。

In the context of the rapid development of the Internet,the spread range,influence,destructive power and penetration of online public opinions on public security emergencies have been unprecedentedly strength-ened.In the new era,it is more and more important to study the governance countermeasures of network public opin-ion about sudden public security events.The paper puts forward corresponding public opinion intervention,guidance and governance countermeasures from three levels and nine aspects of communication context,theme and user attrib-ute.The research finds that clarifying the communication context,expressing their own attitudes,attaching impor-tance to opinion leaders,improving the quality of netizens and enhancing resource security,timely research and judg-ment and tracking public opinion theme,guiding in accordance with local conditions,enhancing gender equality awareness,strengthening social education and doing a good job in law popularization are the important aspects of gov-ernment’s public opinion work.In order to provide some reference for the government or relevant departments,it is of great significance to maintain the network environment and social security.
