我国电子信息领域国际标准化工作策略研究

Research on International Standardization Strategy of Electronic Information Field in China

随着全球新一轮科技革命和产业升级,国际标准化工作上升为世界主要大国经济和政治竞争的重要部分之一。特别是在电子信息领域,国际标准化竞争日益严峻。本文在总结我国“十三五”期间电子信息领域国际标准化工作成果的基础上,通过剖析国内外形势,分析我国国际标准化工作在技术研发、产业应用、国际标准化规则等方面面临发达国家的竞争压力,结合我国产业发展的实际情况,研提今后在国际标准化规则、区域标准化工作、标准化工作朋友圈、技术与标准化协同、国际标准功效宣传等方面的策略建议,更好地发挥我国国际标准化工作功效。

With another round of global technological revolution and industrial upgrading,international standardization has become an important part of the economic and political competition of major countries in the world.Especially in the field of Electronics and IT,international standardization competition is in more and more severe situation.Based on summarizing the achievements of international standardization in the fields of Electronics and IT during the 13th Five Year Plan period,this article makes a research on the domestic and foreign situations and analyzes the competitive pressure that China’s international standardization work faces from developed countries in the area of technical R&D,industrial application and international standardization rules.In order to improve effectiveness of China’s international standardization,strategic recommendations on international standardization rules,regional standardization,standardization partnership,coordination between technology and standardization,awareness of International Standards’effectiveness are put forward in this article combined with the current situation of China’s industrial development.
