关于我国核电厂退役标准体系建设的战略规划浅析

Strategic Analysis on the Construction of Decommissioning Standard System of Nuclear Power Plants in China

我国目前还没有一套完整的核电厂退役标准体系。本研究梳理了我国核电厂退役标准体系的现状。同时,切实分析了核电厂退役标准体系建设的挑战和不足,并结合面临的积极形势,根据上述的研究分析,提出了包含工作原则、组织管理模式、保障措施的若干建议。初步拟定了核电厂退役标准体系建设的蓝图和退役标准体系框架。本研究旨从前瞻性高质量发展的角度出发,形成一套层次清晰、结构完善、自主统一的核电厂退役标准体系。可有效指导核电厂寿期末关停后安全、经济地退役。

At present,China does not have a complete set of decommissioning standard system of nuclear power plants.This study combs the current situation of decommissioning standard system of nuclear power plants in China.At the same time,the challenges and deficiencies of the construction of decommissioning standard system of nuclear power plants are analyzed,combined with the positive situation.According to the above research and analysis,some suggestions including working principles,organization and management mode and safeguard measures are put forward.The blueprint for the construction of decommissioning standard system of nuclear power plants and the framework of decommissioning standard system have been preliminarily drawn up.The purpose of this study is to form a set of clear level,perfect structure,independent and unified decommissioning standard system of nuclear power plants from the perspective of forward-looking and high-quality development.It can effectively guide the safe and economic decommissioning of nuclear power plants after shutdown at the end of its life.
