日本进境植物检疫名录的制定以及对我国的启示

Japan’s establishment of plant quarantine list and its inspiration to China

日本作为世界上农产品最大进口国之一,非常重视本国动植物检疫工作,曾长期制定只允许进入本国的有害生物名录。为与国际惯例接轨,日本改变做法,制定了一系列禁限名录,包括检疫性有害生物名录、非检疫性有害生物名录、需在出口国种植地进行检验的植物名录、禁止进口植物名录、须在出口国采取植物卫生措施的植物名录等。这几个名录联合使用,确立了日本植物检疫的工作范围,有效地保障了日本农业生产和生态环境安全。本文对日本的5个名录进行了介绍,为我国修改植物检疫相关名录提供借鉴。

As one of the largest importers of agricultural products in the world,Japan attaches great importance to its animal and plant quarantine.Japan had established phytosanitary lists to define the scope of pests allowed to enter the country for a long time.In order to be in line with the international standards later,Japan has changed its approach to formulate a series of restricted lists,including the quarantine pest list,the non-quarantine pest list,the list of plants subject to field inspection in exporting countries and the details of requirements for each of the quarantine pests,the list of import prohibited plants,and list of plants subject to phytosanitary measures to be carried out in the exporting countries.The joint use of these lists ensures the scope of plant quarantine work in Japan,and effectively guarantees agricultural production and ecological safety of Japan.This paper introduces the five lists of Japan,which may provide reference for China to start the revision of related phytosanitary lists.
