钱学森对国家尖端技术自主创新的意见

Opinions of Qian Xuesen on Independent Innovation in State-of-the-art Technology in China

钱学森是我国国防科技事业的领导人,退休后长期担任国防科技委高级顾问。他非常关注新时期的国家尖端技术以及与尖端技术相关的自主创新工作。20世纪90年代,钱学森提出,芯片产业属于国家尖端技术,必须坚定独立自主的发展路线。文章披露了钱学森关于集成电路产业的剪报及信件,并总结、梳理了他对于落实国家尖端技术自主创新的三条意见:发扬两弹传统、善用对外交流以及培养创新人才。对于"钱学森之问"的旨归及理解亦有创新之处。

As the leader of national defense science and technology in China,Qian Xuesen had served as senior adviser to the National Defense Science and Technology Commission for a long time after his retirement.He pays great attention to the national state-of-the-art technology and its related innovation in the new era.In the early 1990s,Qian Xuesen pointed out that the chip industry falls into the category of national state-of-the-art technology and it must be developed independently.The paper discloses some newspaper clippings and letters on Qian Xuesen’s opinions on the integrated circuit industry,and summarizes three pieces of his opinions on implementing the independent innovation in the national state-of-the-art technology:to carry forward the tradition of“developing missiles and nuclear bombs”,make good use of foreign exchanges and cultivate innovative talents.In this paper,there are also some significances of innovations in understanding Qian Xuesen’s Question.
