少数民族地区巩固拓展脱贫攻坚成果同乡村振兴有效衔接的对策研究--以贺州市平桂区土瑶集聚区为例

文章采用广西贺州6个少数民族行政村为成功脱贫的研究案例,自治区党委领导和自治区扶贫办等相关部门深入土瑶聚居区开展实地调研,明确“一年初见成效,两年大见成效,三年脱贫摘帽”的目标任务,指导制定贺州市平桂区6个少数民族贫困村脱贫攻坚规划,精准绘制“土瑶”聚居区脱贫攻坚“路线作战图”,进一步完善“市、区、镇”三级党政主要领导联系帮扶土瑶村工作机制及挂牌作战机制,对于广西人口较少的其他民族地区整体脱贫后,全面推进乡村振兴有效衔接对策研究提供可行性和参考模仿应用价值。

In this paper,six ethnic minority administrative villages in Hezhou,Guangxi are used as research cases to successfully get rid of poverty.The leaders of the Party committee of the Guangxi Autonomous Region and the Poverty Alleviation Office of the Guangxi Autonomous Region and other relevant departments have been going deep into Tu-Yao communities to carry out field researches,and define the objectives and tasks of"achieving initial results in one year,achieving great results in two years,and getting rid of poverty in three years".Having Guided and formulated the poverty alleviation plan for six ethnic minority poverty-stricken villages in Pinggui District of Hezhou City,they accurately drew the"route map"for poverty alleviation in the"Tu-Yao"communities,and further improved the working mechanism and listing mechanism of the main Party and government leaders at the"city,district and town"three levels to contact and help Tu-Yao communities,thus providing feasibility and reference and imitation application value for the study of effective countermeasures for comprehensively promoting rural revitalization after poverty alleviation in Guangxi with a small population and other ethnic minority areas as a whole.
