基于集聚度的我国卫生人力资源配置公平性研究 被引量:1

摘要 目的描述2019年我国各省市卫生人力资源配置的现状,评价各省卫生人力资源配置的公平性,为合理配置卫生人力资源、提高公平性提供参考依据。方法收集各省市卫生人力资源相关数据,综合考虑地理面积和人口数量,采用卫生资源集聚度的方法对各省市卫生人力资源的配置情况进行评价并提出建议。结果从全国来看,按地理面积配置的卫生人力资源集聚度值最高的是上海市,为30.81,最低的是西藏,为0.02;按照区域来看,华东地区按地理面积配置的卫生人力资源公平性要远远优于西北地区;全国按人口配置的卫生人力资源公平性差异不大。结论我国卫生人力资源配置公平性存在区域间和区域内的差异;按人口配置的卫生人力资源要优于按地理面积配置;精准定位,综合考虑多方面因素配置卫生人力资源;依靠人工智能,促进卫生人力资源的合理流动。 Objective To describe the current situation of the allocation of health human resources in various provinces and cities in our country in 2019,evaluate the fairness of the allocation of health human resources in various provinces,and provide a reference for the rational allocation of health human resources and the improvement of fairness.Methods Collected relevant data on health human resources in each provinces and cities,comprehensively considered the geographic area and population,and used the method of concentration of health resources to evaluate the allocation of health human resources in each provinces and cities make recommendations.Results From a national perspective,Shanghai had the highest concentration of health human resources allocated by geographic area,which was 30.81,and the lowest was Tibet,which was 0.02;in terms of regions,the fairness of health human resources allocated by geographic area in East China was far superior to that in Northwest China;there was little difference in the equity of health human resources allocated by population across the country.Conclusion There are regional and intra-regional differences in the equity of the allocation of health human resources in our country.The allocation of health human resources by population is better than the allocation by geographic area.Accurate positioning and comprehensive consideration of various factors in the allocation of health human resources.Rely on artificial intelligence to promote the rational flow of health human resources.
