国家翻译的对外话语实践:内涵和框架

China's International Discourse Practice via STP:Concept and Framework

在对外话语实践的众多途径中,输出型国家翻译实践作为国家层面对外言语行为,是国家主导翻译优先政治考量兼具对外话语的治理行为,即“以言行事”。国家以国家对外话语体系为工具和载体实施对外叙事,进行有关本国的知识生产、形象塑造和国际关系构建,为国家发展创造良好的外部条件。在文明互鉴的时代召唤之下,经由国家翻译的对外话语实践之现实迫切性和战略使命性日益凸显。文章探讨国家翻译的对外话语实践的概念内涵,结合对外政治、外交、文化、意识形态话语实践案例分析,提出国家翻译的对外话语实践研究框架,以期推动译学研究的“国家”转向。

STP,or state translation program,as one way of expression of state speech act among many different media of international discourse practice,is actually a governance act by enacting speech as product of translation under state control with political considerations,or“to act by words”.In other words,the state employs its international discourse system as a tool and carrier to implement outputting narratives,conducts knowledge production,state image shaping and international relationship construction,so as to create friendly external conditions for its development.Upon the call of the new era for mutual learning among civilizations,the practical urgency and strategic mission of discursive practice through state translation have become increasingly prominent.This paper explores the conceptual connotation of the STP as China's international discourse practice,illustrated by cases of state translation of political,diplomatic,cultural,and ideological discourses.In addition,it proposes a research framework for international discourse practice via STP in order to boom the“national”turn in translation studies.
