论合约密集型经济的概念、影响机制与政策环境

Concept,Influence Mechanism,and Policy Environment of a Contract-Intensive Economy

针对党的十九大要求建设现代化经济体系,尤其是构建更加完善的要素市场的问题,本文给出了一个新的理论视角:发展合约密集型经济。合约密集型经济要求经济活动建立在非人格化的高度专业化分工与交换基础上,由此促进专业化知识生产与创新、专用性资产投资等能够大幅提升经济效率的经济活动。本文进一步讨论了法治促进合约密集型经济发展的若干机制。应用这一分析框架,本文认为,推进长三角区域一体化战略规划,促进要素市场一体化发展,要求上海乃至整个长三角地区加快完善以法治为核心的营商环境,大力发展合约密集型经济。最后,本文提出了完善法治化营商环境下一步可采取的若干措施建议。

How to build a modern economic system,especially with a perfect factor market,in accordance with the requirements of the 19th National Congress of the Communist Party of China?This paper proposes a new theoretical perspective,i.e.,developing a contract-intensive economy.A contract-intensive economy requires that economic activities should be based on a highly specialized division of labor and impersonal exchange,so as to promote specialized knowledge production and innovation,as well as specialized asset investment and other economic activities that can significantly improve economic efficiency.This paper holds that promotion of the strategic planning of regional integration in the Yangtze River Delta and promotion of the development of factor market integration requires Shanghai and even the whole Yangtze River Delta should accelerate the improvement of the business environment with the rule of law as the core and vigorously develop the contract intensive economy.Finally,this paper proposes some measures and suggestions to improve the legalized business environment in the next step.
