摘要 顶级物理研究所等基础研究机构是加快我国基础理论突破步伐,有效服务国家创新驱动发展战略的重要载体。本文基于知识网络嵌入理论和知识集聚理论对四所世界顶级物理研究所进行研究,剖析了其运行机制在创新主体和知识网络多维嵌入中通过知识集聚影响创新绩效的作用机理,并提炼了顶级物理研究所的运行机制:治理结构上由国家投资、依托大学、独立运行保证创新主体的人才式集聚;管理机制上由顶尖科学家主导的学术管理机制和资源服务科研的行政管理机制加快创新主体的人才式集聚和知识积累式集聚;合作机制以官方合作强化知识嵌入和结构嵌入,推动知识积累式集聚,以非官方合作深化知识嵌入和关系嵌入,推动知识传播式集聚;保障机制通过人才引进机制、人才评价机制和薪酬福利体系强化创新主体的人才式集聚,提升重大科学发现、重大理论突破以及重大技术和方法发明等创新绩效。 Basic research institutes including top physics institutes are important carriers to accelerate the breakthrough of basic theories in China and effectively serve the national innovation-driven development strategy.Based on the knowledge network embedding theory and the knowledge gathering theory,this paper studies four world-class physics institutes,analyzes the action mechanism of operation mechanism in innovation performance through multi-dimensional embedding of innovation subject and knowledge network,and refines the operation mechanism of top physics institutes.In terms of governance structure,the talent gathering of innovation subjects is guaranteed by national investment,relying on universities and independent operation.In terms of management mechanism,the agglomeration of talents gathering and knowledge accumulation gathering of basic research institutes should be accelerated by the academic management mechanism and the resource service scientific research administrative management mechanism led by top scientists.In terms of cooperation mechanism,the knowledge accumulation gathering should be promoted by knowledge embeddedness and structural embeddedness with official cooperation,while the knowledge dissemination gathering should be deepened by knowledge embeddedness and relationship embeddedness with unofficial cooperation.In terms of guarantee mechanism,the talent gathering should be strengthened through the talent introduction mechanism,the talent evaluation mechanism,and the salary and welfare system to improve the performance of innovation in major scientific discoveries,major theoretical breakthroughs,and major inventions of technologies and methods.
