日本开放数据利用模式分析及其启示

Analysis of Utilization of Open Data in Japan and Its Enlightenment

[目的/意义]日本在开启开放数据战略后短时间内成功建立了公益性与商业性兼具的数据利用模式,其经验对我国开放数据战略的展开具有借鉴价值。[方法/过程]对日本开放数据战略全过程中颁布的法律与政策进行规范分析以探究其制度基础,对日本开放数据实际利用案例进行实证分析以考证其运行效果。[结果/结论]日本政府的政策驱动和数据开放者与利用者间的双向互动模式为其取得成绩的主要原因,启示我国应在政策制定、国家级平台建立、数据利用限制与数据使用者互动等方面加以改进提升。

[Purpose/Significance] In a short period of time after opening the open data strategy,Japan has successfully established a data utilization mode with both public welfare and commercial nature,and its experience has reference value for the development of China’s open data strategy. [Method/Process] Normative analysis was conducted on the laws and policies promulgated in the whole process of Japan’s open data strategy to explore its institutional basis,and empirical analysis was conducted on the actual use cases of Japan’s open data to verify its operation effect. [Results/Conclusion]Japanese government’s policy driven and two-way interaction mode between data openers and users are the main reasons for its achievements,which enlightens China to improve in policy-making,national platform establishment,data utilization restriction,and interaction with data users.
