“互联网+政务服务”环境下政务APP隐私政策的内容分析

Content Analysis of the Privacy Policy of Government Affairs APP Under the Environment of ‘Internet+ Government Services’

[目的/意义]在"互联网+政务服务"背景下,政务APP用户信息安全问题得到普遍关注。因此,本文通过分析我国政务APP的隐私政策现状,发现问题并提出完善建议,进而提升对用户的个人信息保护水平。[方法/过程]选取除港澳台之外的30份有效省级综合型政务APP隐私政策文本作为研究对象,运用内容分析法,对其外部特征及文本内容两方面进行探究。[结果/结论]研究发现,目前存在着政务APP隐私政策内容不规范、政府未尽明确具体的告知义务、政务APP信息安全管理不到位、政府对用户个人权利保障不足4个方面的问题。因此本文提出相应对策,以期为政府机构制定和完善政务APP隐私政策提供借鉴。

[Purpose/Significance] In the context of ‘Internet+ government services’,the issue of information security of government APP users has been widely concerned. Therefore,this paper analyzes the current situation of the privacy policy of China’s government affairs APP to find problems and put forward suggestions for improvement,so as to improve the protection level of users’ personal information. [Method/Process] 30 effective privacy policy texts of provincial comprehensive government affairs APP were selected as research objects except Hong Kong,Macao and Taiwan,and content analysis method was used to explore their external characteristics and text content. [Result/Conclusion] The study found that there were four problems in the privacy policy of government affairs apps,including irregularities in the content of the privacy policy,failure of the government to specify specific notification obligations,inadequate management about information security,and insufficient protection of users’ personal rights by the government. Therefore,the study proposed corresponding countermeasures,in order to provide reference for government agencies to formulate and improve the privacy policy of government affairs APP.
