Integrated Urban-rural Development:Report From the County

中共中央提出将县域作为城乡融合发展的重要切入点,缩小城乡收入差距更是共同富裕的内在要求。针对县域内城乡融合发展究竟如何起步以及不同地区要重点解决的问题尚待厘清这一现实需要,通过总结全国五个地区的城乡要素配置、产业互动发展和公共服务供给三大领域值得推广的发展经验,可以看出县域内城乡融合具有广阔的发展前景。但是,当前发展仍面临着人口持续流出、人力资源稀缺,财政基础薄弱、有效投入不足,土地改革滞后、要素流动受阻等问题。为此,应顺应人口流动趋势,推动人才要素下乡,完善财政管理体制,吸引资本要素投入以及健全城乡土地要素市场化配置的体制机制和政策体系。

The central government has proposed to take county as an important pointcut for the integrated urban-rural development,and narrowing the income gap between urban and rural areas is an inherent requirement for common prosperity.How start for local urban and rural integration development and different areas to focus on the problems remain to be clarified the reality needs,through summarizing the five factor allocation between urban and rural areas,the industrial interaction development in the region and is worth promoting the development of public service supply three areas experience,we can see the integrated urban-rural developmentwithin the county has a broad prospect.However,the current development is still faced with continuous outflow of population and scarcity of human resources;Weak financial foundation and insufficient effective investment;The problem that land reform lags behind,element flow is blocked.Therefore,we should comply with the trend of population mobility,promote talents to go to the countryside,improve the financial management system,attract capital input and improve the system mechanism and policy system of market allocation of urban and rural land factors.
