摘要
交通运输部早在2011年就下发了《关于开展公路桥梁和隧道工程施工安全风险评估试行工作的通知》(交质监发(2011)217号文),要求高等级公路隧道工程施工阶段应进行施工安全风险评估。但就近年施工阶段风险评估工作开展情况来看,《公路桥梁和隧道工程施工安全风险评估指南(试行)》(2011)(以下简称《指南》)里面的总体风险评估指标体系并不能全面的反映出隧道工程实际静态条件下的总体风险等级大小。因此,《指南》中的隧道工程评估指标体系有必要作进一步的修改、完善,从而更好的评估隧道工程总体风险大小,更好的指导隧道工程施工,有效降低隧道工程施工过程中安全生产事故的发生概率。本文重点对隧道工程施工安全总体风险评估指标体系的不足之处进行了分析,并提出了相应的改进措施,希望能够给予相关业内人士一定的参考价值。
As early as 2011,the Ministry of Transport issued the"Notice on Carrying out the Trial Work of Safety Risk Assessment of Highway Bridge and Tunnel Construction"(Jiaoqianjianfa(2011)No.217),requiring the construction of high-grade highway tunnel projects Construction safety risk assessment should be carried out at this stage.However,from the perspective of the development of risk assessment in the construction stage in recent years,the overall risk assessment index system in the"Guidelines for Safety Risk Assessment of Highway Bridge and Tunnel Engineering Construction(Trial)"(2011)(hereinafter referred to as the"Guidelines")cannot fully reflect The overall risk level of the tunnel project under the actual static conditions.Therefore,it is necessary to further modify and improve the tunnel engineering evaluation index system in the"Guide",so as to better evaluate the overall risk of tunnel engineering,better guide tunnel engineering construction,and effectively reduce safety production accidents during tunnel engineering construction.probability of occurrence.This paper focuses on the analysis of the shortcomings of the overall risk assessment index system for tunnel construction safety,and puts forward corresponding improvement measures,hoping to give relevant industry insiders a certain reference value.
