扩大中等收入群体的重点与难点在农村

The Key to Expanding the Middle-Income Group Lies in Rural Areas

不断扩大中等收入群体规模、缩小收入分配差距,是推动共同富裕取得实质性进展的关键。基于概念界定及测度划分等方面我们可以针对“中等收入群体”得出较为准确的描述和刻画,并以此为依据明确扩大中等收入群体需要重点发力的方向,即切实有效地提高农村居民的收入水平。我国农村居民绝大多数属于低收入群体,城乡差距长期处于过大状态,要以乡村振兴战略为抓手,从城镇化水平提高.农村居民受教育水平提升、农村居民各类收入增收等方面入手,实质性提高农村居民收入,进而真正有效扩大中等群体比重。

Constantly expanding the middle-income group and narrowing the income distribution gap is the key to promoting substantial progress of common prosperity.Based on concept definition and measurement division,we can accurately describe and characterize“middle-income group”and accordingly clarify the priority orientation to expand it,namely,to effectively increase the incomes of rural residents.As the majority of them belong to the low-income group with a long-term excessive urban-rural gap,we should take the rural rejuvenation strategy as the starting point to effectively expand the middle-income group by enhancing urbanization,raising their educational levels and incomes so as to effectively expand the proportion of the middle-income group.
