打造以一流人才为中心的卓越科研体系--关于设立基础研究特区的建议与思考

Building a Research System of Excellence Centered on Highly Talented People--Proposal to establish a special zone for basic research

实现科技自立自强需要数量充足、分布合理的原始创新,因此关键是建立以一流人才为中心的卓越科研体系,否则对于内卷化的科研体系,经费增加再多也无法扭转原始创新明显偏少的局面。当前我国在基础研究领域存在一系列制约因素,包括对前沿差距的误判、人才标准错位、“中材大用”嫉贤妒能、既当裁判又当领队的体制弊端等。实现科技自立自强的当务之急是解决一流人才的甄选、评价、延揽、培养与发挥作用等问题,建议设立基础研究特区,打造卓越科研体系。

To achieve scientific and technological self-reliance and self-improvement,it requests a sufficient number of original innovations with reasonable distribution.Hence,the key is to establish a research system of excellence that is centered on highly talented people.Otherwise,no matter how much the funding increases,it cannot reverse the low level of original innovations in an involuted research system.At present,there are four major,issues in the field of basic research in China,including misjudgment of gaps in cutting-edge areas,misalignment of talent standards,envy of talented people,and occurrence of assigning more than one position to the same person.It is imperative to solve the problems in selecting,evaluating,recruiting,cultivating and employing talented people via establishing a special zone for basic research and building a research system of excellence.In this way,scientific and technological self-reliance and self-improvement can be achieved.
