协同治理理论视角下非遗档案管理研究

Research on the Management of Intangible Cultural Heritage Archives from the Perspective of Collaborative Governance Theory

目前,作为非遗开发基础的非遗档案管理工作还处于探索阶段,在相对成熟的非遗建档理论基础上探讨非遗档案管理具有现实必要性。基于此,以广东省非遗传承人抢救性记录档案管理工作为例,通过实地调研法和访谈法,调查和分析广东省非遗传承人抢救性记录档案及非遗档案的管理情况和开发进程,结合协同治理理论和档案管理方法,对非遗档案管理模式提出以下优化策略:发挥政府宏观指导作用,推动非遗数据库建设进程;突出省非遗保护中心统筹主导地位,落实非遗档案管理标准的实施;提高非遗传承人参与积极性,承担传承教学的责任;组建专业档案管理人才队伍,实现规范管理抢救性记录档案。

At present, as the basis of the development of intangible cultural heritage, the management of intangible cultural heritage archives is still in the exploratory stage, and it is necessary to discuss the management of intangible cultural heritage archives based on the relatively mature theories. Based on this, this study takes the management of the rescue record archives for inheritors of intangible cultural heritage in Guangdong province as an example. Through field research and interview methods, this paper investigates and analyzes the management situation and development process, and combines collaborative governance theories and archive management methods, puts forward the following optimization strategies for the management mode of intangible cultural heritage archives: give play to the macro guiding role of the government to promote the construction process of intangible cultural heritage database, highlight the overall leading position of the provincial intangible cultural heritage protection center and implement management standards of intangible cultural heritage archives, improve the participation enthusiasm of intangible cultural heritage inheritors and assume the responsibility of inheritance teaching;establish the professional archives management talent team to realize the standardized management of rescue records.
