浅谈排污许可制度下企业环境责任的重要性及实现对策

现代化社会中,排污许可制度是面对社会的企事业单位所制定的相关制度,需要向环保部门进行申请,在企事业单位获得排污许可证以后,才能够使用合法的方式排放污染物。此制度也属于国际范围中广泛使用的环境保护管理制度,国家能够依照其存在制定法律规章制度,依法处置不按证排污的企事业单位。值得重视的是,排污许可证不只是排放污染物的重要通行证,其也需要对污染物的排放量进行规定,属于企事业单位在对污染物进行排放时的自律监督管理制度。基于此,本文经过对排污许可制度下企业环境责任的重要性及实现对策进行研究,期望以此为将来有关研究的顺利展开提供理论参考。

In the modern society,the pollutant discharge permit system is a relevant system formulated by enterprises and institutions in the face of the society.It needs to apply to the environmental protection department.Only after enterprises and institutions obtain the pollutant discharge permit,can they use the legal way to discharge pollutants.This system also belongs to the environmental protection management system widely used in the international scope.The state can formulate laws and regulations according to its existence,and dispose enterprises and institutions that do not discharge pollutants according to the certificate according to law.It is worth noting that the emission permit is not only an important permit for the discharge of pollutants,it also needs to regulate the discharge of pollutants,which belongs to the self-discipline supervision and management system of enterprises and institutions in the discharge of pollutants.Based on this,this paper studies the importance of corporate environmental responsibility under the emission permit system and the countermeasures,hoping to provide a theoretical reference for the smooth development of related research in the future.
