国际药师处方权模式及其对我国的启示

International pharmacist prescribing right models and its enlightenment to China

目的:借鉴药师处方权模式的国际经验,为药师处方权在我国的发展提供启示。方法:总结英国、美国、加拿大、新西兰、新加坡、澳大利亚六国药师处方权模式的关键差异,对比分析各类药师处方权模式的特点,归纳发展药师处方权必须具备的条件,并对药师处方权在我国的发展提出建议。结果:国际药师处方权可归纳为四类模式。结论:建议我国采取限制较大的模式,同时完善相关法律法规,完善教育培训体系,构建处方能力框架,并逐步完善配套政策。

OBJECTIVE Drawing on the international experience of pharmacist prescribing right models,provide enlightenment for the development of pharmacist prescribing right in China.METHODS The paper summarizes the key differences in prescribing right models among the United Kingdom,the United States,Canada,New Zealand,Singapore and Australia,compares and analyzes the characteristics of various pharmacist prescribing right models,summarizes the conditions that must be met for the development of pharmacist prescribing right,and puts forward suggestions for the development of pharmacist prescribing right in China.RESULTS The prescribing rights of international pharmacists can be summarized into four models.CONCLUSION It is recommended that China adopt the model with greater restrictions,improve relevant laws and regulations,improve the education and training system,build a prescription ability framework,and gradually improve supporting policies.
