摘要
民国时期的高校教师分类管理呈现出以下几个特征:聘任管理上的"唯才是举",兼职流动管理上的"不求我有,但为我用",进修管理上的"内外兼修",薪俸管理上的"差别对待",考核管理上的"教授主持、校长决断",退出管理上的"校长集权与政府保障并存"。高校教师的分类管理整体上对推进民国时期的高等教育事业发展起到了积极作用。但因时代局限,民国时期的高校教师分类管理仍旧存在:尚未构建起完备的高校教师分类管理制度体系,尚未形成科学的高校管理分权机制,专业化的高校教育职员队伍建设滞后和缺乏充足的物质条件支撑等缺憾,值得反思。
The classified management of college teachers during the period of the Republic of China is characterized by classification of"meritocracy","pragmatism"in part-time employment management,"both internal and external cultivation"in continuing education,"positive discrimination"in salary management,"professor-principal decisions"in evaluation management,"principal centralization and government guarantee "on the exit management. On the whole,the classified management of college teachers played a positive role in promoting the development of higher education in the period of the Republic of China. However,due to the limitations of the times,some problems still exist in the classified management of college teachers in the period of the Republic of China:a complete system for the classification management of college teachers has not yet been established;a scientific mechanism for decentralization of college management has not yet been formed;the construction of specialized college education staff is lagging behind and lacking sufficient resources,which are worthy of reflection.
