基于熵权-TOPSIS法的黑龙江省休闲产业发展水平综合评价与对策研究

Comprehensive Evaluation and Countermeasure Research on the Development Level of Leisure Industry in Heilongjiang Province——Based on Entropy Weight-TOPSIS Method

休闲产业作为幸福产业,是一种劳动带动性很强的综合产业,是满足消费者休闲需求和人民美好生活需要的市场载体。文章基于近年来国内外学者对休闲产业发展的研究成果,构建了黑龙江省休闲产业发展水平综合评价指标体系,运用熵权-TOPSIS法对黑龙江省12个市,2014—2018年的休闲产业发展水平进行实证分析。结果表明:黑龙江省各地的休闲产业发展水平差异性大;人口、经济、政治等资源聚集程度高的地区,休闲产业聚集趋势明显。要客观正视差异,寻求人均意义上的休闲产业增长;强化顶层设计,探索建立休闲产业发展统一协调机构;加强技术创新,提高休闲产业发展的竞争优势;强化休闲产业发展过程中人力资本作用的发挥。

As a happiness industry,the leisure industry is a comprehensive industry with strong labor driving force,and a market carrier to meet the leisure needs of consumers and people’s needs for a better life. Based on the research results of domestic and foreign scholars on the development of the leisure industry in recent years,this article constructs a comprehensive evaluation index system for the development level of the leisure industry in Heilongjiang Province,and uses the entropy weight-TOPSIS method to evaluate the development level of the leisure industry in 12 cities in Heilongjiang Province from 2014 to 2018,the empirical analysis shows that the development level of the leisure industry in Heilongjiang Province varies greatly;areas with a high degree of population,economic,political and other resource agglomeration have an obvious trend of leisure industry agglomeration. It is pointed out that it is necessary to face up to the differences objectively and seek the growth of the leisure industry in the per capita sense;strengthen the top-level design and explore the establishment of a unified coordination organization for the development of the leisure industry;strengthen technological innovation and improve the competitive advantage of the development of the leisure industry;strengthen the role of human capital in the development of the leisure industry.
