广西高层次人才引进政策的演变特征分析

The Evolution of the Guangxi High-level Talent Introduction Policy Characteristics Analysis

引进高层次人才是推进经济社会高质量发展、提升我国综合国力的重要途径。为探究广西高层次人才引进政策的演变特征,文章聚焦2010—2021年间广西颁布的20份高层次人才引进政策,并运用Nvivo软件对其进行文本内容分析,以期把握政策体系的全貌。研究发现:广西高层次人才引进政策体系总体上经历了探索期、爆发期与精准期3个阶段,其政策主题以国家战略与地方实践为依据进行调整,政策内容逐步从"硬性"条件保障向"刚柔并进"的制度引导转变。通过对广西高层次人才引进政策体系全貌的整体把握,进一步从引才、用才、育才视角提出优化意见,以期为后续的政策完善提供借鉴。

Introducing high-level talents is an important way to promote high-quality economic and social development and enhance my country’s comprehensive national strength. In order to explore the evolution characteristics of Guangxi’s high-level talent introduction policy,this article focuses on 20 high-level talent introduction policies that published by Guangxi from 2010 to 2021 and uses Nvivo software to analyze their text content,in order to grasp the overall picture of the policy system. The study found that:Guangxi’s high-level talent introduction policy system has generally gone through three stages: exploration period, explosive period and precision period. Its policy theme is adjusted based on national strategy and local practice,and the policy content gradually changes from“hard”condition guarantee to“rigid and flexible”institutional guidance. Through the overall grasp of the overall picture of Guangxi’s high-level talent introduction policy system,further optimization suggestions are put forward from the perspective of talent introduction,talent utilization and talent cultivation,in order to provide reference for subsequent policy improvement.
