摘要
国家系列政策的颁布再次强调了知识产权服务工作的重要性,以及"双创"环境下高校在知识产权服务中的重要地位。同时,在人工智能和自然语言处理技术创新发展的推动下,文本挖掘技术为分析和把握专利文本所包含深层次知识要素与技术理念提供了技术手段。本文提出了"双创"环境下高校图书馆专利挖掘服务的内涵及特征,分析了"双创"环境下高校图书馆专利挖掘服务机理框架,对专利挖掘服务组成要素及关系进行剖析,构建了"双创"环境下高校图书馆专利挖掘服务的4种模式,最终提出了服务改进和优化策略:为高校知识创新、科技成果转化创造提供良好环境,更好地发挥高校服务知识产权工作的功能作用,为产学研协同体系的形成与发展提供有效保障,提升我国科技创新水平。
The promulgation of a series of national policies once again emphasizes the importance of intellectual property services, as well as the important position of colleges and universities in intellectual property services under the environment of "innovation and entrepreneurship". At the same time, driven by the innovation and development of artificial intelligence and natural language processing technology, text mining technology provides a technical means to analyze and grasp the deep knowledge elements and technical concepts contained in patent texts. This paper proposes the connotation and characteristics of patent mining service in university library under the environment of "innovation and entrepreneurship", analyzes the mechanism framework of patent mining service in university library under the environment of "innovation and entrepreneurship", explores the components and relationships of patent mining service, constructs four modes of patent mining service in university library under the environment of "innovation and entrepreneurship", finally puts forward the service improvement and optimization strategies, in order to provide a good environment for university knowledge innovation and transformation of scientific and technological achievements, give full play to the function of university service for intellectual property work, provide effective guarantee for the formation and development of industry university research collaboration system, and improve the level of scientific and technological innovation in China.
