摘要
围绕流域水工程联合调度需求,在《智慧水利总体方案》总体框架下,充分考虑国家防汛指挥系统建设成果延续性和技术推广应用的普适性,长江设计集团有限公司于2019年启动了以长江为示范的流域水工程联合调度系统及相应支撑平台技术研究开发工作。通过研发流域水工程调度规则库、水文水力等通用计算模型及智能算法、大数据分析技术、智慧使能应用支撑等系列平台技术,建立了基于统一标准、通用化技术体系的流域水工程联合调度系统平台,形成了流域水工程联合调度全链条平台技术,并构建了以长江流域为示范的应用系统。结果表明:该平台实现了流域水工程预报调度一体化、智能化、灾情评估实时化和成果展示形象化,在1954洪水演练和2020年汛期防洪调度中得到了较好的应用,发挥了重要的技术支撑作用。
Focusing on the need for joint dispatching of river basin water engineering,under the overall framework of the Smart Water Conservancy Overall Plan,and fully considering the continuity of the construction results of the national flood control command system and the universality of technology promotion and application,CISPDR Corporation started the research and development work of the dispatching system of river basin water engineering and the corresponding supporting platform technology for Changjiang River in 2019.Through the development of a series of platform technologies such as river basin water engineering dispatching rule base,hydrology and hydraulic power and other general calculation models and intelligent algorithms,big data analysis technology,and intelligent enablement application support,a system platform based on unified standards and generalized technical systems has been established for joint dispatching of river basin water engineering,forming a whole chain platform technology of basin water engineering joint dispatching,and building an application system based on the Changjiang River Basin.The results show that this system platform realizes the integration and intelligentization of water engineering forecasting and dispatching,real-time disaster assessment and visualization of results,which has been well applied in 1954 flood exercise and 2020 flood control and dispatch,playing an important role in technical support.
