摘要
绩效考核是推动医院高质量健康发展的助推器,如何通过绩效考核,实现城区老牌中医院的振兴发展是管理者需要思考的重要课题。本文阐述了北京中医药大学附属护国寺中医医院作为三甲中医专科医院把卓越绩效管理模式导入医院绩效管理,将卓越绩效模式与平衡记分卡融合运用,构建基于医院发展战略的绩效考核体系,实施系统的绩效管理策略,提升医疗质量和管理成效的实践。分析卓越绩效模式在医院实践应用中的有效性,并提出相应建议,以期为提升公立中医院的科学管理水平提供参考。
Performance appraisal is a booster for the high-quality and healthy development of hospitals.How to realize the revitalization and development of old hospitals of traditional Chinese medicine(TCM)in urban areas through performance appraisal is an important topic for managers to think about.This paper described the practice of Huguosi Hospital Affiliated to Beijing University of Chinese Medicine as a tertiary TCM hospital in Beijing through introducing the performance excellence model into hospital performance management,integrating the performance excellence model with the balanced scorecard,creating a performance appraisal system based on the development strategy of the hospital,implementing systematic performance management strategies,and improving medical quality and management effectiveness.In this paper,the effectiveness of the performance excellence model in hospital practice was analyzed,and corresponding suggestions were proposed to provide reference for improving the management level of public TCM hospitals in a scientific way.
