河南自贸区的金融开放发展研究

Research on the Financial Opening Development of Henan Free Trade Zone

河南自贸区从2017年4月成立以来,在金融创新、招商引资、对外贸易、跨境电商等方面都取得了不错的成绩。金融开放是自贸区建设的主要内容之一,从自贸区内外汇管理的改革、人民币跨境使用和贸易投融资的便利化三个方面研究河南自贸区的金融开放的发展现状。总结出河南自贸区存在金融机构运作效率较低、金融业务创新不足、缺乏金融工具等方面问题。并提出河南自贸区金融开放发展的路径选择,促进金融机构创新,建设多元化的金融体系,结合自身优势开展业务创新,促进金融监管创新,营造促进金融创新的环境,加大财政和税收优惠政策支持力度。

Since Henan Free Trade Zone established in April 2017,it has achieved good results in financial innovation,investment promotion,foreign trade,and cross-border e-commerce.Financial opening is one of the main contents of the construction of the free trade zone.However,since the Henan Free Trade Zone is in the early stage of development,there are still many problems,so there is still a big gap between the development of other free trade zones.By studying the development status of the financial opening of the Henan Free Trade Zone,it mainly includes three aspects:the reform of foreign exchange management in the Free Trade Zone,the cross-border use of RMB,and the facilitation of trade investment and financing.It is concluded that the operating efficiency of financial institutions in the Henan Free Trade Zone is low,insufficient financial business innovation,lack of financial tools and financial supervision experience.It also puts forward the path choice of financial opening and development in Henan Free Trade Zone,promotes the innovation of financial institutions,builds a diversified financial system,combines its own advantages to carry out business innovation,promotes financial supervision and innovation,creates an environment to promote financial innovation,and increases the support of fiscal and tax preferential policies.
