基于熵权Topsis法的地区高质量发展综合评价研究--以新疆为例

Research on Comprehensive Evaluation of Regional High-quality Development Based on Entropy-Topsis Method-ACase Study of Xinjiang

从新发展理念出发,基于2008—2017年的数据构建新疆高质量发展的综合评价体系,并运用熵权Topsis法和灰色关联法进行综合评价研究。研究表明:新疆高质量发展水平有所提升,但波动较大,仍需探索促进其稳定发展的举措;绿色指标是新疆高质量发展的关键环节,协调指标和共享指标是新疆高质量发展的重要影响因素,通过灰色关联分析发现自然保护区覆盖率,单位生产总值废气排放量、二元对比系数、资本形成率和地区人均GDP占全国人均GDP的比重为新疆高质量发展的关键影响因素,并在此基础上提出相关建议。

Starting from the new development concept,this paper constructs a comprehensive evaluation sys‐tem for Xinjiang's high-quality development based on the data from 2008 to 2017,and uses the Entropy-Topsis method and the gray correlation method to conduct comprehensive evaluation research.Studies have shown that high quality development level improved in xinjiang,but the fluctuations still need to be explored to promote the development of its stability.Secondly,the study found that green indicator is a key link in Xinjiang's high-quality development,and coordination index and shared indicators are important influence factors of the development of high quality in xinjiang.Finally,through gray correlation analysis found that the nature reserves coverage,ex‐haust emissions per unit GDP,binary comparison coefficient,capital formation rate,and the proportion of region‐al per capita GDP in the national per capita GDP are the key factors affecting the high quality development of Xinjiang.On this basis,countermeasures and suggestions are put forward.
