面对社会转型的国内形势和全球经济一体化的大趋势,哈萨克斯坦宪法在维护宪法权威性及法律稳定性的同时,不断以通过修正案适应急剧变化的发展需要。自1995年以全民公投方式通过哈萨克斯坦共和国宪法后,哈萨克斯坦对1995年宪法多次进行修正,其目的在于消除发展过程中宪法规范与社会实际之间的矛盾。出于地缘政治的考量,透过哈萨克斯坦宪法变迁的历史背景、变迁的主要内容、特点及其影响的分析,可以较为客观地认识哈萨克斯坦政治转型发展历程及发展趋势。

In the face of the domestic situation of social transformation and the general trend of global eco‐nomic integration,kazakhstan's constitution not only maintains the authority of the constitution and the stability of the law,but also adapts to the rapidly changing through constant amendments.Since the constitution of the Re‐public of Kazakhstan was adopted by referendum in 1995,the Constitution of the Republic of Kazakhstan has been amended many times in order to remedy the contradiction between constitutional norms and social reality in the process of development.Considering geopolitics,through the analysis of the historical background,main con‐tent,characteristics and influence of the constitutional change in Kazakhstan,people can objectively understand the development process and trend of the political transition in Kazakhstan.
