高质量发展背景下我国体育产业结构优化的逻辑、机理与策略

Logic,mechanism and strategy of China's sports industry structure optimization under the background of high-quality development

立足于非线性系统思维,依托产业经济学理论,明晰了体育产业结构优化的内涵与高质量发展目标导向下的基本要求,提出了体育产业结构优化的实现机理及供给、需求、技术和环境动力内部的交互机理。按照系统动力学方法将各动力视为体育产业结构优化子系统,细化子系统内部关键变量与因果反馈关系后,建立了体育产业结构优化的系统动力学模型,并以上海市为例进行了策略仿真。结果显示:在供给策略情景中调整人员培训率和体育人才吸纳率,在需求策略情景中调整体育产业新业态数,在技术策略情景中调整企业R&D经费投入强度,在环境策略情景中调整体育产业基地占比和运动项目产业化指数,均能有效提升体育产业结构高度化和合理化。

Based on nonlinear system thinking,relying on industrial economic theory,the paper clarified the connotation and high quality development objectives of sports industry structure optimization,and proposed the implementation and power interaction mechanism of sports industry structure optimization.According to system dynamics,the paper regards dynamics as the sports structure optimization subsystem,refining the key variables and causal feedback relationships within the subsystem,and establishes the system kinetic model of sports industry structure optimization,and proposes a development strategy.Results show that the following adjusting measures can effectively improve the height and rationalization of sports industry:adjusting the person training rate and sports talent absorbance in the supply policy situation;adjusting the number of new states in the sports industry in the demand strategy;adjusting the input strength of enterprises R&D funds in the technical strategy;adjusting the sports industry base′s proportional and sports project industrialization index in environmental strategy.
