绍兴市现代产业体系的发展评价及提升路径研究——基于新结构经济学的视角

The Evaluation and Promotion Path of Shaoxing Modern Industrial System:A Perspective of New Structural Economics

立足于绍兴市坚持更高质量构建现代产业体系的现实背景,从实体经济、科技创新、现代金融、人力资源四个方面出发,构建了现代产业体系的评价指标体系,运用熵权法对绍兴现代产业体系进行了客观评价。结果表明:绍兴现代产业体系的整体发展水平处于第二梯队,其发展短板主要集中于现代金融和人力资源两方面;同时,绍兴市内不同区县在实体经济、科技创新、现代金融和人力资本四方面的发展水平均存在较大差异,越城区在现代金融方面发展相对较好。基于新结构经济学理论,遵循发现比较优势以寻找突破口和补齐比较劣势谋求协同的逻辑,凝练出推动绍兴市现代产业体系高质量发展的提升路径。

Under the background that Shaoxing insists on building a modern industrial system of higher quality, this paper tries to construct an index system of modern industrial system from four aspects of real economy, scientific and technological innovation, modern finance and human resources, and uses the entropy method to objectively evaluate the modern industrial system. The results show that Shaoxing’s modern industrial system is in the second echelon as far as its overall development level is concerned, with its development weaknesses mainly focusing on modern finance and human resources. At the same time, different districts and counties in Shaoxing differ significantly in the development levels of real economy, scientific and technological innovation, modern finance and human capital, with Yuecheng district having a relatively good development in terms of modern finance. Based on the theory of new structural economics, following the logic of finding the comparative advantages to find a breakthrough and making up for comparative disadvantages to seek synergy, a promotion path of promoting high-quality development of modern industrial system is summarized.
