立德树人儿童优先儿童事业迈上高质量发展之路--2020-2021年中国儿童发展现状、热点与展望

Fostering Virtue through Education and Giving Priority to the High-quality Development of Chinese Children--Current Situation,Hot Topics and Prospects of Chinese Children's Development from 2020 to 2021

2020年是“十三五”收官之年,面对新冠肺炎疫情的严重冲击,党和国家坚持人民至上、生命至上、儿童优先理念,我国儿童发展和儿童事业取得了历史性新成就,儿童生存发展状况进一步改善,儿童权利法律法规政策保障进一步完善,儿童工作制度机制进一步巩固,儿童健康成长环境进一步优化,儿童健康、教育、福利等方面的服务保障能力和水平进一步提高。2021年是“十四五”开局之年,党和国家进一步落实儿童优先原则,从全面提高儿童综合素质、培养德智体美劳全面发展的社会主义建设者和接班人的战略高度,把儿童发展和儿童事业纳入“十四五”规划,颁布新一-轮儿童发展纲要,密集出台儿童发展各领域法律政策,采取多种有力举措,为儿童事业发展开辟新局面、呈现新气象奠定扎实基础。展望未来,推动儿童事业高质量发展,要进一步完善促进儿童发展的公共服务体系,营造和谐友好的家庭和社会环境,健全保障儿童权利的法律法规政策体系,为儿童发展提供更优更好的保障。

2020 was the final year of the“13th Five-Year Plan(2016-2020)”.Facing the severe impact of the COVID-19 pandemic,the Communist Party of China(CPC)and the government adhered to giving priority to the people,life and children's development.So,historic achievements have been made in the cause of children's development.To be more specific,improvements have been achieved in the following areas,including the living conditions and development of children,the protection of children's rights and relevant laws,regulations and policies,children's work system,the environment for children's healthy growth,and the capability of services for children's health,education,and welfare.2021 was the start of the“14th Five-Year Plan(2021-2025)”.The CPC and the government will insist on giving priority to children,make it a strategy of improving children's comprehensive quality,cultivating socialist builders and successors with an all-round development of virtue,intellectual ability,physical fitness,aesthetic appreciation and labor education.The development of children's cause have also been included in the“14th Five-Year Plan”,a new child development outline with new laws and policies has been promulgated,and a variety of powerful measures have been taken to lay a solid foundation for the development of children's cause.Looking forward into the future,in order to promote the high-quality development of children's undertakings,we must further improve the public service system,create a harmonious and friendly family and social environment,improve the laws,regulations and policy systems that protect children's rights,and provide better guarantees for children's development.
