比较研究视角下科创中心立法的制度逻辑与国际启示

Discussion on the Institutional Logic and International Enlightenment of Legislation of Science and Technology Innovation Center in China from the Perspective of Comparative Study

创新是当前关系国家发展的重要议题。党的十八大以来,习近平总书记针对科技创新提出了一系列新思想、新论断、新要求。近十年来,除了美国硅谷、英国伦敦等占据鳌头的科创中心城市外,纽约、东京等城市也先后提出了建设全球科技创新中心的目标,创新经济发展成果显著。本研究通过对比分析硅谷、纽约、伦敦和东京等国际科创中心城市的科技创新体系,力求梳理其对激发城市创新活力、推进科学技术不断发展的引导作用,并为我国完善相关科创制度体系提供思路上的借鉴。

Innovation is the core element of national development.Since the 18 th CPC National Congress,General Secretary Xi Jinping has put forward a series of new ideas,new judgments and new requirements on various aspects of scientific and technological innovation.In recent ten years,in addition to Silicon Valley and London,cities such as New York and Tokyo have also proposed the goal of building various kinds of global science and technology innovation centers,and achieved remarkable achievements in the development of innovation economy.Through comparative analysis of the scientific and technological innovation policy and institutional models of Silicon Valley, New York, London and Tokyo, this study tries to comb out their guiding role in stimulating urban innovation vitality and promoting the continuous development of science and technology,and provide ideas for China to improve the scientific and technological innovation related system.
