青岛科技创新能力对标深圳的关键指标分析

摘要 根据城市科技创新特征和评价指标选取原则,归纳构建城市科技创新三级评价指标体系,从创新环境、创新投入、创新成效3方面选取青岛和深圳2015—2019年的各指标数据,定量分析青岛和深圳的科技创新纵向发展趋势。通过对比分析,查找青岛在科技创新能力方面与深圳的差距,总结青岛科技创新发展的优劣势,并借鉴深圳科技创新经验从科技创新环境、科技创新投入、科技人才等方面提出青岛科技创新能力提升的建议。 According to the characteristics of urban scientific and technological innovation and the selection principle of evaluation indexes,a three-level evaluation index system of urban scientific and technological innovation is summarized and constructed.From the three aspects of innovation environment,innovation investment and innovation effectiveness,the index data from 2015 to 2019 are selected to quantitatively analyze the vertical development trend of scientific and technological innovation of Qingdao and Shenzhen.The gap between Qingdao and Shenzhen in scientific and technological innovation ability can be found out through comparative analysis,and the advantages and disadvantages of scientific and technological innovation development of Qingdao is summarized.Then based on the experience of the scientific and technological innovation of Shenzhen,some promotion suggestions are put forward on the improvement of the scientific and technological innovation ability of Qingdao from the aspects of scientific and technological innovation environment,scientific and technological innovation investment and scientific and technological talents.
