中国科学院与5家主要科研机构全球专利布局与技术创新能力比较研究 被引量:2

Comparative Research on the Global Patent Portfolio and Technological Innovation Capability between Chinese Academy of Sciences(CAS)and the Main Five Research Institutes

摘要 基于EPO、JPO、KIPO、SIPO、USPTO、WIPO 6个主要专利审查机构的专利数据,对比分析中国科学院与5家科研机构的全球专利布局与技术创新能力。从中发现,中国科学院的技术水平相较于其他5家科研机构并不存在显著劣势,但其专利布局过于集中在中国国内,对于产业界的技术影响力也极为有限。作为在基础研究领域取得了巨大国际影响力的中国科学院,在未来的科研工作中需要扭转“基础研究国际化,技术研发内卷化”的局面。而这一方面要求中国科学院在专利布局方面要拥有全球科技战略大局观,另一方面要更多地参与产业技术研发,将自身的科研工作与产业技术需求进一步接轨。 Based on the patent data of six major patent examination agencies,EPO,JPO,KIPO,SIPO,USPTO and WIPO,makes an analytical comparison of the global patent portfolio and technological innovation capability between CAS and five research institutes.It turned out that the technical level of CAS does not significantly lag behind that of other scientific research institutes.However,its patent portfolio is over concentrated in China,and its technical influence on the industry is also very limited.As a Chinese Academy of Sciences,which has achieved great international influence in the field of basic research,it is necessary to reverse the trend that“basic scientific research is becoming more internationalized,while the involution is playing greater role in technological research and development”.On the one hand,CAS need to have a global view of science and technology strategy when arranging the patent portfolio;on the other hand,CAS should participate more in industrial technology research and development,and further integrate its scientific research work with the industrial technology demand.
