新冠肺炎疫情冲击下,中小城市公共交通企业受到较大影响,经营发展陷入困境。通过对外部政策、内部管理和市场需求的分析,归纳中小城市公交企业存在的共性问题,有针对性地提出了企业经营发展的破局之策:一是创新发展理念,转变经营模式,提升企业竞争力,抵御外部影响;二是加强自身建设,建立健全内部用人机制,提高经营管理水平,增强内生动力;三是充分挖掘市场,以市场需求为导向,合理规划布局,精准提供服务,提高综合效益,有效地摆脱困境。

Due to the impact of COVID-19,public transport in small and medium-sized cities has been severely impacted,and enterprises are facing difficulties in their development.Based on the analysis of external policy,internal management and market demand,this paper summed up the common problems existing in public transport enterprises.On this basis,it put forward the development ideas of public transport enterprises in small and medium-sized cities.First,it is necessary to strengthen the risk awareness,change the business model,enhance the competitiveness of enterprises,resist the external influence.Second,it is necessary to strengthen the internal management,establish,and improve the employment mechanism,improve management skills,enhance the endogenous power.Third,it is necessary to fully explore the market,be market demand oriented,provide accurate service,so as to improve comprehensive benefits and effectively escape from the dilemma.
