Historical Retrospect and Future Development of China s Talent Introduction Policy in the New Era—Analysis Based on Historical Institutionalism

改革开放以来,我国引智政策建设经历了从自由萌芽到有序生长的垦拓探索期、从单极指导到多元规范的建设发展期、从工具理性到人文本位的深化完善期与从条块分割到相对聚合的系统提升期。其历史演进逻辑在彰显时代性特质的基础上,呈现出明显的渐进式发展趋向,同时也受到外部机制性动力因素和内生结构性动力因素的多重影响。展望未来,新时代,我国引智政策体系的完善亟须进一步强化立法供给,均衡政策资源配置,同时主动促进"内智"与"外智"的有机融合。

Since the reform and opening up,China s talent introduction policy has gone through a period of exploration and exploration from freely budding to orderly growth,a period of construction and development from unipolar guidance to multiple norms,a period of deepening and perfection from instrumental rationality to humanism,and a period of system promotion from segmentation to relative aggregation.On the basis of highlighting the characteristics of the times,its historical evolution logic has shown an obvious gradual development trend,and meanwhile,it is also affected by influences from external mechanism power factors and endogenous structural power factors.Looking to the future,in the new era,the improvement of China s policy system for talent introduction urgently needs to further strengthen the supply of legislation,balance the allocation of policy resources,and actively promote the organic integration of“internal intelligence”and“external intelligence”.
