农村体育公共产品分类与供给主体责任探究

Research of Rural Sports Public Goods Classification and Supply Subject Responsibility

2020年11月1日第七次全国人口普查结果显示,我国农村人口总数为50979万人,在全国总人口当中占比为36.11%,而乡村体育场地的总量还不足10%,这意味着农村体育公共产品存在供给量严重不足的问题。了解农村体育公共产品类型是把握农村体育公共产品内容及特点的有益路径,可据此确定农村公共体育产品供给主体的责权。为此,该文基于社会资本视角进行农村体育公共产品分类,而后对体育物质与服务型、法律与法规型、责任与义务型三类体育公共产品的供给主体责任展开了分析,希望通过公共产品分类及供给主体责任明确,为农村体育公共产品供给水平提升提供保障,加快农民体育健身工程建设步伐,以此推进新农村建设进程。

On November 1,2020,the seventh national census results show that China's rural population is 509.79 million people,accounting for 36.11%of the total national population.The total amount of rural sports venues is less than 10%,which means that there is a serious shortage of rural sports public goods supply.Understanding the types of rural sports public products is a beneficial way to grasp the content and characteristics of rural sports public products.Therefore,based on the perspective of social capital,this article classifies rural sports public goods,and then analyzes the main responsibility of the supply of sports public goods in three types:sports material and service,laws and regulations,and responsibility and obligation.It is hoped that through the classification of public goods and the clarification of the main responsibility of the supply,it can provide guarantee for the improvement of the supply level of rural sports public goods,speed up the construction of farmers'sports fitness project,so as to promote the process of new rural construction.
