宁夏地区残疾人辅助器具服务机构体系建设现状调查

The investigation on the current situation of the construction of assistive device service system for the disabled in Ningxia

目的了解宁夏地区残疾人辅助器具服务机构体系建设现状,为加强宁夏地区残疾人辅助器具服务机构体系建设提供依据。方法通过对宁夏地区32家辅助器具服务机构及123名从事残疾人辅助器具适配服务专业人员进行问卷调查,分析宁夏地区辅助器具服务机构分布情况、辅助器具服务机构辅具服务范围、各类持证残疾人数量及辅助器具服务机构配套数量、专业人员配置情况。结果宁夏5地市中银川市辅助器具服务机构最多为18家,占56.25%;提供听力类辅具服务的机构18家,占56.25%;肢体类辅助器具服务机构17家,占53.13%;视力类辅助器具服务机构10家,占31.25%。全区听力残疾者人均占有辅具服务机构数量最高,人均0.000194家,其次是视力残疾者,人均为0.000132家,肢体残疾者人均0.000118家。各地级市各类持证残疾者人均占有辅具服务机构数量有所不同,其中中卫市无视力残疾辅助器具服务机构,固原市无肢体残疾辅助器具服务机构;123名适配服务专业人员中事业单位员工46名,私立企业员工77名;事业单位人力与私立企业人力的年龄、学历、专业、职称、持证及收入构成的差异具有统计学意义(P<0.05)。结论宁夏地区残疾人对辅助器具的需求量巨大,目前地区辅助器具服务机构分布不均、数量不足,专业技术人员层次低,不能满足全区残疾人辅助器具的需求。

Objective To understand the current situation of the construction of assistive device service system for the disabled in Ningxia,and to provide the basis for strengthening the construction of this system.Methods Based on the questionnaire survey of 32 assistive device service institutions and 123 professionals engaged in assistive device adaptation service in Ningxia,the distribution of assistive device service institutions,the scope of assistive device service institutions,the number of all kinds of disabled persons with certificates,the supporting number of assistive device service institutions and the allocation of professionals in Ningxia were analyzed.Results The number of assistive device service institutions located in Yinchuan was 18(56.25%).There were 18 institutions providing hearing assistive device services(56.25%).There were 17 physical assistive device service institutions(53.13%),and 10 visual assistive device service institutions(31.25%).The number of assistive devices service institutions per capita for hearing-impaired people was the highest,with 0.000194 per capita,followed by visual disabled,with 0.000132 per capita,and the physical disabilities with 0.000118 per capita.The number of assistive device service institutions per capita owned by all kinds of disabled persons with certificates varies in various cities,including no assistive device service institutions for visual disabilities in Zhongwei city and no assistive device service institutions for physical disabilities in Guyuan city.among the 123 professionals,there were 46 employees in public institutions and 77 employees in private enterprises,there were statistically significant differences in age,educational background,major,professional titles,certificate and income composition between public institutions and private enterprises(P<0.05).Conclusion There is a huge demand for assistive devices for the disabled in Ningxia.At present,the distribution of assistive devices service agencies in Ningxia is uneven,the number is insufficient,and the level of professional and technician is low,which can not meet the needs of assistive devices for the disabled in Ningxia.
