成渝城市群的创新极化演进及动因

Polarized Evolution of Innovation and Its Motivation of Chengdu-Chongqing Urban Agglomeration

为了对我国城市群创新极化问题的演变过程及影响因素进行由表及里地梳理,以成渝城市群为研究区域,以其内部16个城市2010—2019年间的授权专利量为研究变量,分别运用自然断裂法、创新极化贡献度模型以及地理加权回归(GWR)模型对该区域的创新极化问题从现状及演变过程、各城市极化贡献度以及影响因素3个层面进行分析,得到区域创新节点的创新能力(产出)与其对整体创新极化贡献程度并非严格对等的结论。结果显示:成渝城市群总体创新产出明显提升但极化问题严重,有15座城市呈现出创新产出收敛、1座城市创新产出发散,创新极化贡献度的地理分布大致呈外围高、中间低的环状;5类影响创新产出的因子呈现较为稳定的空间分布,且峰值都出现在成都和重庆,其中政府支持、经济水平发挥了主导性作用,而流动性的影响则相对有限。在此基础上,对成渝城市群创新极化问题的解决尝试性地提出发挥核心城市引领作用、加快区域一体化发展,构建全面合作框架、建设内部创新资源数据库与分享平台等对策建议。

In order to analyze the evolution process and influencing factors of innovation polarization of urban agglomerations in China from the outside to the inside, this paper takes Chengdu-Chongqing urban agglomeration as the research area, and takes the number of authorized patents of 16 cities within the urban agglomerations during 2010-2019 as the research variable, respectively uses the method of natural fracture, the innovation polarization contribution model and geographically weighted regression(GWR), analyzes the regional issue of innovation polarization in three dimensions of the current situation and problems of the region innovation polarization evolution process, the urban polarization contribution and influence factors, gets the conclusion: innovation ability of regional innovation node(output) and its contribution to the overall innovation of polarization degree is not exact. The results show that the overall innovation output of Chengdu-Chongqing urban agglomeration increases obviously, but the polarization problem is serious, there are 15 cities with convergence of innovation output and 1 city with divergence of innovation output, and the geographical distribution of contribution degree of innovation polarization shows a loop with high periphery and low middle, and the five factors affecting innovation output present a stable spatial distribution,the peak values all appear in Chengdu and Chongqing, among which the government support and economic level play a leading role, while the impact of liquidity is relatively limited. On this basis, the paper tentatively puts forward some countermeasures and suggestions to solve the problem of innovation polarization of Chengdu-Chongqing urban agglomeration, such as giving full play to the leading role of core cities, speeding up regional integration development,constructing comprehensive cooperation framework, internal innovation resource database and sharing platform.
