中国石油生态环境监测能力建设现状及建议

The Situation and Suggestions on the Ecological Environment Monitoring Capacity Building in PetroChina

生态文明建设是关系人民福祉、关乎民族未来的长远大计。党的十八大以来,国家将生态环境监测纳入生态文明改革的统筹推进,对比国家近年来现代化生态环境监测推出的新要求,中国石油生态环境监测还存在企业自行监测能力亟需加强、应急监测技术与装备有待提升、污染源在线监测未全要素覆盖等问题。文章结合目前国家生态环境部提出的系列要求,提出了推进中国石油生态环境监测现代化建设的建议,即加快构建中国石油生态环境监测资源共建共享,形成区域管理模式;统一监测技术标准等要求,保障监测数据有效整合与互联互通;加快建设中国石油现代化生态环境监管平台,实现全环境要素覆盖,为下一步中国石油生态环境监测建设工作提供有利支撑。

The ecological civilization construction is a long-term plan related to the people well-being and the nation future.After the 18th National Congress of the Communist Party of China,the state incorporated ecological environment monitoring into the overall promotion of ecological civilization reform.Compared with the new requirements introduced by the state for modernized ecological environment monitoring in recent years,there are still problems in the ecological environment monitoring of PetroChina,such as enterprises need to be strengthened in self-detection capability,emergency monitoring technology and equipment need to be improved,and online pollution sources monitoring not all covered.Based on the current series of requirements put forward by the Ministry of Ecology and Environment of the People's Republic of China,this article proposed suggestions for promoting the modernization ecological environment monitoring of PetroChina,such as accelerating the construction and sharing ecological environment monitoring resources of PetroChina to form a regional management model,unifying monitoring technical standards,and ensuring the monitoring data to be effective integration and interconnection.The modern ecological environment supervision platform construction of PetroChina should be accelerated to achieve the all-environmental elements coverage,so as to provide favorable support for the next ecological environment monitoring and construction work of PetroChina.
