中国太空外交:历史、现状与挑战

Research on the History,Current Situation and Challenges of Chinese Space Diplomacy

随着太空领域技术的不断发展,国家间的航天科技交流日益频繁,以科技成果交流、太空探索发展、太空环境治理、太空行为规范建设为主要内容的太空外交活动也逐渐增多。回望中国太空外交历史,其太空外交是以双边合作为核心,以多边合作机制建设为重点,为助力“一带一路”倡议的实施发挥着重要作用。经过多年努力,中国不断拓展国际合作的深度与广度,不断丰富合作形式,但是中国太空外交也面临着航天科技应用不充分、美国的限制与围堵,及在太空领域国际规范建设中的话语权与议题领导力不足等挑战。因此,未来的发展中,中国应在继续推动航天科技、资助创新能力的基础上,全方位推动我国太空外交,努力提升航天科技的国际化水平,增强我国在太空规则建构、太空治理等领域的国际话语权。

With the advance of technology in the space field,the exchanges of space science and technology between countries are becoming increasingly frequent,and space diplomacy activities with the content of the exchange of scientific and technological achievements,space exploration,space environment governance,and space behavior norms construction are also on the rise.Looking back,China’s space diplomacy centers on bilateral cooperation and focuses on the construction of multilateral cooperation mechanisms,which plays an important role in the implementation of the“Belt and Road”initiative.After years of efforts,China has continuously expanded the depth and breadth of its international cooperation and enriched cooperation forms.However,China also faces challenges such as insufficient application of space science and technology,restrictions and containment by the United States,and the lack of voice and topic leadership in the construction of international norms.Therefore,it’s advised that,on the basis of continuing to promote space science and technology and funding innovation capabilities,China should focus on promoting space diplomacy in all aspects,strive to enhance the internationalization level of space science and technology,and make efforts in advancing international discourse power in the establishment of space rules,space governance and other fields.
