摘要
中国已由人口红利大国向人口老龄社会演进,如何养老已成为社会面临的严峻问题。通过抽样调查发现,衡阳市政府财力及养老企业发展与衡阳市城市社区养老需求存在较大差距,笔者针对衡阳市社区养老的现状提出了建立老人协会,用较小的成本解决城市社区92%完全自理老人的精神文化娱乐需求;在智慧城市建设中增加智慧养老模块,满足城市社区6%基本自理老人各种不同的养老需求;政府划拨专用土地,建立医养结合的养老院,满足2%完全不能自理老人的养老需求;实施规范养老机构的养老服务标准、收费标准的“9262”方案等建议。
China has evolved from a country with a demographic dividend to an aged society,elderly care has become an urgent issue.Through a sample survey,it is found that there is a big gap between the financial resources of the Hengyang Municipal Government and the development of pension enterprises and the needs of urban community pensions.In view of the current situation,the author proposes suggestions to establish an association for the elderly to satisfy the spiritual,cultural and recreational needs of 92%self-care elderly with a small cost;adding a smart pension module in the construction of smart cities to meet the various needs of 6%of the basic self-care elderly;using the government allocated reservation to build a nursing home that combines medical care and elderly care to meet the requirements of 2%of the elderly who are completely unable to take care of themselves;implement the“9262”plan to standardize the service standards and charging standards of elderly care institutions.
