科学考核测评机制对乡镇公务员执行力提升的作用研究 被引量:2

摘要 作为基层行政管理主体力量和乡村建设主力军的乡镇公务员,如何衡量其执行力,进而有针对性地提升地方政府执行力,对地方政府治理和乡村振兴效果会产生直接影响。以文献分析法与行为事件访谈法为基础,结合政策执行相关理论,设计乡镇公务员执行力量表,赴重庆市各乡镇收集235份有效问卷,运用探索性因子分析、验证性因子分析构建包含协作型、抗压型、发展型、服务型、关系型5个维度的重庆市乡镇公务员考核测评机制,并根据该机制对乡镇公务员执行力的提升提出相应建议:从乡镇公务员自身来说要着力提升其执行理念与创新能力,从外部保障机制来说要建立高效的执行机制,重塑公共行政意识,提高对乡镇公务员的重视程度,才能将执行力建设提升到新的高度。 As the main force of grassroots administration and the main force of rural construction,how to measure the execution power of township civil servants,and then improve the execution power of local government in a targeted manner,will have a direct impact on the effect of local government governance and rural revitalization.Based on the literature analysis method and behavioral event interview method,combined with the theories related to policy implementation,we designed the township civil servants'executive power scale,went to each township in Chongqing to collect 235 valid questionnaires,used exploratory factor analysis and validated factor analysis to construct the assessment and evaluation mechanism of Chongqing township civil servants containing five dimensions of collaborative,stress resistance,developmental,service,and relationship,and based on this mechanism,we proposed the assessment and evaluation mechanism of township In order to improve the execution of civil servants,we suggest that we should focus on improving the execution concept and innovation ability of township civil servants themselves,establish an efficient execution mechanism in terms of external guarantee mechanism,reshape the awareness of public administration,and raise the importance of township civil servants in order to raise the execution construction to a new level.
