国土空间生态修复监管信息化探索与实践

Exploration and Practice of Informationalized Supervision in Ecological Restoration of Territorial Space

国土空间生态修复已成为我国生态文明建设的重要抓手,在新时期,坚持山水林田湖草沙冰一体化保护和系统治理,以大数据、云计算等信息技术为手段建设生态修复信息系统,是推进自然资源治理体系与治理能力现代化、实现自然资源信息化建设的必然要求。文章基于国土空间生态修复现状与实际业务需求,梳理并界定了国土空间生态修复监管内容,构建监测指标体系与评价指标体系,建立了动态监测预警机制,以对国土空间生态修复项目进行全流程监管、多角度评价。通过国土空间生态修复监管信息化建设,可以掌握生态修复工程项目动态信息、完善生态修复监管机制、提高政府政务办公效率、推动政府数字化转型,最终促进生态文明建设。

Ecological restoration of territorial space has become an important approach in ecological civilization in the new era.Insist on the integrated protection and systematic management of mountains,rivers,forests,fields,lakes,grass,sand and ice,the big data and cloud computing based ecological restoration information system is imperative for the modernization of natural resource governance.Based on the status and needs of ecological restoration of territorial space,the paper sorted out and defined the supervision content of ecological restoration in territorial space,constructed monitoring index system and evaluation index system,and established dynamic monitoring and early warning mechanism,so as to carry out full-process supervision and multi-angle evaluation of ecological restoration projects in territorial space.The informationalized construction of ecological restoration supervision will integrate the information and mechanism of ecological restoration supervision,improve administrative efficiency,and promote digital administration transition and ecological civilization.
