理想主义与现实主义——对城镇开发边界的思考

Idealism and Pragmatism:A Reflection on Urban Development Boundary

经历了十余年的实践探索,城镇开发边界在控制城市无序蔓延上发挥了积极作用,但其中暴露出的许多问题也不容忽视。在国土空间规划改革的背景下,文章通过对《市级国土空间规划编制指南(试行)》中城镇开发边界相关内容的解读,总结我国相关研究对城镇开发边界的认识,回溯城镇开发边界划定的初衷,并从管控目标、管控内容、管控时限3个方面对城镇开发边界中的理想主义与现实主义进行深入探讨,最后提出以"双线"管控方式构建理想主义与现实主义兼具的城镇开发边界,即以环境保护、资源约束为理想目标,面向未来的永久性空间界线;以引导城市发展为导向,着眼当下的阶段性现实管控指标。

Urban development boundary (UDB) has played a positive role in preventing urban sprawl in the practice over the past decade,yet with many problems to be solved.The paper interprets the content of guideline of city level territorial spatial planning compilation,concludes the recognition and the original intention of UDB in China,studies the idealism and pragmatism of UDB from governance vision,content,and time frame,and proposes a dual line combined UDB governance that balances idealism and pragmatism.It is a permanent line that protects environment and resource,guide urban development,and deals with pragmatic issues.
