危险化学品安全生产监管的主要问题及对策

Research on the Main Problems and Countermeasures of the Safety Production Supervision of Hazardous Chemicals

港口危险化学品安全监管是当前中国港口安全监管的重要任务。通过分析危险化学品安全监管在实际工作中存在的不足和问题,提出了利用视频监控、3D-GIS、移动互联网、虚拟现实等现代信息技术全面提高港口危险化学品安全监管能力和水平的基本思路,以及港口危险化学品安全监管平台的研究框架、主要功能和数据库结构。最后,介绍了大连港危险化学品安全监管平台的主要内容和应用。

The safety supervision of port hazardous chemicals is an important task of port safety supervision in China.By analyzing the def iciencies and problems of hazardous chemicals safety supervision in practical work,this paper puts forward the basic idea of using video surveillance,3D-GIS,mobile Internet,virtual reality and other modern information technology to comprehensively improve the ability and level of port hazardous chemicals safety supervision,as well as the research framework,main functions of port hazardous chemicals safety supervision platform and database structure.Finally,the main content and application of Dalian Port hazardous chemicals safety supervision platform are introduced.
