筑牢烟叶产业发展基础助力行业“十四五”高质量发展——以泸州烟叶产业为例

Establishing a Solid Foundation for the Development of Tobacco Industry and Promoting the High-quality Development of Industry during the “14th Five-Year Plan” Period —Taking Luzhou Tobacco Industry as an Example

通过实地调研和数据统计,剖析了“十三五”期间泸州烟叶产业发展现状,针对种植规模触及天花板,承载财税支撑功能和家庭经济张力相对弱化,供给与工业需求矛盾不断升级,市场化取向改革工作有待创新等问题行了深刻分析,围绕新格局和新目标,从深化供给侧改革,转变发展方式,加快农业现代化建设,培育新型经营主体,建设智慧烟草农业等方面,对“十四五”期间泸州烟草行业实现高质量发展提出建议,以供决策参考。

Based on field investigation and data statistics,this paper analyzes the development status of Luzhou tobacco industry during the“13th Five Year Plan”period,makes a profound analysis on the problems such as the planting scale touching the ceiling,the bearing fiscal and tax support function and the relative weakening of family economic tension,the escalating contradiction between supply and industrial demand,and the need for innovation in market-oriented reform,focusing on the new pattern and new objectives.From the aspects of deepening supply side reform,changing development mode,accelerating agricultural modernization,cultivating new business entities and building smart tobacco agriculture,this paper puts forward some suggestions on the high-quality development of Luzhou tobacco industry during the“14th Five Year Plan”period for decision-making reference.
